There are many variations of how to handle outnumbered battles. It is just a method I would do. The key here is morale damage. If you can kill around 30% of their first offensive wave and maybe break another 20-30% that is a significant amount of their forces you just took off the board. Make a clan member with high engineering the governor of the city. Build your workshops to Tier 3 before building anything else. Put money into the city's reserves to help decrease build times. That's pretty much it. Make sure the project you want is at the top of the list and the money in reserve reduces it's build time.
